Awesome it's set in a city? How about that the battle city is an annual event? There have been problems in the past with people trying to break the rules but nothing to serious. This time though all the millenium items have gathered in the city (like the show) and things are obviously gonna be different this time. Not only is there bad guys in the city but the mayor has also heard of this and is wanting to get his hands on them by any means necessary, though why is currently unknown.

Bad guys: Many different people are wanting to get their hands on the items and they will be competing against each other to get the items first. Some of them might work together though. Some might also be working for other people such as the mayor.

Lol it's not much but it's just an idea xD
